Issue Summary
ISIS was born after 2010. When the U.S. pulled its troops out of Iraq under President Obama, ISIS was created to fill that void left by the U.S. In 2016, Under President Trump, the U.S. changed its policy towards ISIS and completely wiped out the Caliphate, delivering the land back to the Iraqis and returning many of our troops home.

Liberal Position

ISIS was referred to by Obama as the JV team and not a serious threat to the U.S. or the world.  The Obama/Biden policy was to "Contain ISIS" and keep them in Iraq, but not to go after them in urban warfare.  From Washington Monthly their Containment stategy and from CNN's explanation.

The theory was to cut off the expansion efforts and let them suffocate themselves.  This approach did not work and ISIS grew larger and stronger.  ISIS grew and took over land and began running towns and cities in Iraq, butchering women and children, raping women and killing the citizens of the towns they controlled.    This collection of land was known as the Caliphate. 

ISIS was one of the biggest threats facing the world in 2016.

 

 

Conservative Position

ISIS was deemed a material threat in 2016.  Under President Trump, they changed the policy from one of containment to one of search and destroy.  The theory was that ISIS was getting strong and being able to plan attacks - like the one in Paris that it successful carried out before Trump took office - and if ISIS was not defeated, more attacks like this would happen.  

Within two years the Trump policy completely wiped out the ISIS Caliphate.  This was a complete success and a compaign promised fulfilled as outlined in the ABCNews Article.
